A nice little article on Online Networking (http://jobs.aol.com/article?id=20050808184809990047). My personal favorite is LinkedIn (https://www.linkedin.com/) because I've actually found it to be beneficial to staying in contact with former work colleagues (even if they don't want to stay in contact with me ;) ).
Dave Taylor also has a couple of excellent pieces on online networking.
Article 1:
Quantity vs. Quality (http://www.intuitive.com/blog/a_key_professional_networking_question_quality_or_ quantity.html)
Article 2:
How not to connect on LinkedIn (http://www.intuitive.com/blog/how_not_to_connect_on_linkedin.html)
As for #1, I do know some people that resent requests from connection "spammers". As for me personally, I've really tried to limit my meager requests to people that know of me and my work directly.
As for #2, I do agree that not sending a personalized message is somewhat rude. If you don't personalize the message, even if you are slightly modifying he generic message, it comes across that you are only interested in the connection...not the person you are connected to.
